As ADECA Director, Boswell serves in the Governor’s Cabinet, oversees a staff of 150 and manages an annual budget of hundreds of millions of dollars. The agency has the broad responsibility of guiding dozens of grant programs with the purpose of creating jobs, strengthening the state’s economy, and improving the lives and welfare of its residents. Under Boswell’s direction, ADECA has taken on multiple roles including broadband expansion, electric vehicle infrastructure, and a successful 2020 Census count for Alabama.
Boswell was serving his fourth full term as mayor of Enterprise, Alabama when he was selected to lead ADECA.
Before joining NTIA, Michelle worked at the Small Business Investor Alliance as the Member Services and Engagement Manager, coordinating outreach with SBIA stakeholders (private equity investors) and small businesses in need of financing. Prior to SBIA, worked at the National League of Cities, serving as their Conference Coordinator and Legislative Assistant covering a range of issues including Community and Economic Development, Transportation, Energy, IT and Communications. Michelle began her career working for U.S. Department of Health and Human Services for a dozen years.
Michelle holds a Bachelor of Science and Masters in Business Administration from the University of Maryland Global Campus.
She currently serves on the board of Alabama Power Company; in addition to roles on the Business Council of Alabama, Alabama STEM Advisory Council, Computer Science Task Force, and the Armed Forces Communication and Electronics Association (AFCEA) International, AUM College of Business, Trenholm State Community College Computer Information Systems and Saint James School Boards. As the past Director of the Education Foundation for the Montgomery AFCEA Chapter which provided STEM initiatives to the local community, she founded EduWerx, a nonprofit organization exposing minorities and young women to STEM.
Her greatest joy is spending time with her son, Dylan.
Under Nick’s leadership, the GOEWT is working to establish a learning and employment record, a skills-based job description generator, and a human-centered public workforce system designed to assist Alabamians with overcoming benefits cliffs and other barriers to entering the workforce.
Nick holds a Bachelor of Arts from Harvard University Extension School and a Master of Public Policy from Cornell University.
Moore is a native of Enterprise, Alabama. He served as a Teach for America corps member in Lowndes County, Alabama where he had the privilege of teaching secondary social studies, government, and economics at Central High School. After completing his tenure in Lowndes County, Nick received a Teach for America Capitol Hill Fellowship. During and after his fellowship, he covered education, health care, and workforce development in the Office of Representative Martha Roby (AL-02). Nick later served as Senator Luther Strange’s Legislative Assistant for healthcare, education, and labor. Nick and his wife, Emily, live in Montgomery, Alabama.
Dalain has a MBA from Prairie View A&M University. He earned a bachelor's degree in Computer Science from The University of Alabama. Dalain was selected as a 2023 Computer Science Distinguished Fellow for the University of Alabama.
He holds a certification in Artificial Intelligence from University of California Berkeley and studied at Beijing Foreign Studies University and Tongji University.
Prior to UAB, Ralph served as CTO for Research Computing at the University of Massachusetts Office of the President where he helped lead the effort to develop the Massachusetts Green High Performance Computing Center and Consortium. Before that, Ralph created both the academic and research computing groups at his alma mater, UMass Medical School. He served a key role in UMass Medical School’s Clinical Translational Science efforts, leading the strategy and implementation of systems to support translational research.

Over the past two years, Ms. Ali has received awards for her community efforts in bridging the digital divide in 2019, she received the Susan L. Taylor Distinguished Community Partner for the University of Parents Program. In 2020, she received the Pathways to Success STEAM Sponsor from the National Coalition of 100 Black Women, Oakland Bay Area Chapter. She is currently the WIT Network Lead for Atlanta, which is one of the leading global Women In Technology organizations in the world.
Washington currently serves on the National Association of State Workforce Agencies (NASWA) Board of Directors representing Region IV and is a member of the National Association of Government Labor Officials (NAGLO).
Washington is a member of the Alabama Workforce Council, the Alabama Small Business Commission, the State Workforce Development Board and the Alabama Bicentennial 200 Commission.
Prior to his appointment as the Secretary of the Alabama Department of Labor, Washington worked for The Buffalo Rock Company for 15 years, serving as Corporate Marketing and Sales Director handling the company’s multicultural marketing initiatives before being promoted to General Sales Manager in 2002.
Washington has served as a past Chairman of the Chamber of Commerce of West Alabama, where he helped create the Minority Business Council to foster growth and competitiveness of minority-owned businesses in West Alabama. Other community involvement includes the Druid City Business League, Black Warrior Council Board, BB&T Bank Advisory Board, Board of Visitors for the University of Alabama College of Continuing Studies, and DCH Health Systems Foundation Board of Directors.

Carlos Javier grew up in a loving family in Ponce, Puerto Rico. He attended the University of Puerto Rico where he graduated Magna Cum Laude with a Bachelor of Science in Biology. He then moved to Nashville, Tennessee, where he completed a Master of Science in Molecular Physiology and Biophysics at Vanderbilt University. Alabama serves as foreground for his career spanning over 20 years of service in community outreach, higher education, clinical training, public health administration, philanthropy, and federal government work. Before joining ¡HICA! as Director of Programs and Community Partnerships, Carlos worked for the Census Bureau as the Alabama Statewide Latino Partnership Specialist for the 2020 Census Decennial. In that role Carlos spearheaded the work to capture the growth of our Hispanic Community from 3.9% of the Alabama’s population to 5.3%. Before holding that post, he worked as a Senior Program Officer for the Community Foundation of Greater Birmingham managing a portfolio that included food systems, green space, and the built environment. Carlos previously worked for 11 years at the Jefferson County Department of Health in Alabama and is a strong advocate for systems change.

Dr. Briggs is the Vice President of the Birmingham Civil Rights Institute, leading the Institute’s education, curation, archives and exhibitions departments. A part of the Birmingham Civil Rights National Monument and an affiliate of the Smithsonian Institution, BCRI is a cultural and educational research center that promotes a comprehensive understanding for the significance of the civil rights developments in Birmingham.

Erica spent the past 17 years building unions as an organizer all over America in several industries including hospitals, public sector, head starts, higher education, and homecare. During her time in academia, Erica focused her energy on university administration and research. Outside of organizing and research, Erica is a mother, artist, and community builder.
Almost four years ago, Erica decided to return to the South to further her career and be a part of the spirit of organizing closer to her hometown of Birmingham, Alabama. Erica has an extensive history of organizing, training, and development in both union and community-building environments.

In 2008, April started her career with the Alabama Department of Public Health as a clerk at the Lowndes County Health Department. She then moved to Central Office and worked for the WIC Program in several different capacities before transitioning to the Office of Telehealth in July 2018. She was promoted to Director of Telehealth in January 2020 and the Director of Billing Compliance and Integrity in January 2024. She is a graduate of the University of South Alabama.
Cassius has worked in philanthropy and public policy. He held the position of Director of Government Affairs and Policy at Year Up, Inc. He was also a program officer at the Carnegie Corporation of New York conducting grant making to advance national education reform and new school designs. Prior to that he was Associate Vice President at Jobs for the Future where he worked for almost eight years, launching the organization’s DC operations and directing national and federal policy activities. In 2010, Cassius testified before the United States Senate HELP Committee. He began his policy career in the Texas State Legislature where he was Chief of Staff for a member of the House of Representatives.
Cassius has a master’s degree from the LBJ School of Public Affairs at the University of Texas at Austin, where he was a Barbara Jordan Scholar. He is a graduate of the inaugural Black Modern Elder Academy. He resides in Florida and is actively involved in numerous community organizations and issues. He was named one of the Palm Beach County 100 Most-Influential People for 2023 and 2024.
Leading a proficient “money team”, Amelia collaborates closely with seasoned attorneys, certified public accountants, and other wealth & tax experts. Her team operates cohesively, ensuring integrated strategies to both amplify and safeguard client assets.
Amelia holds a B.S. in Business Administration with a focus on Finance from Alabama State University, complemented by an M.S. in Financial Planning from Kansas State University. With an impressive arsenal of 11 licenses, her capabilities include crafting and managing alternative investment portfolios, as well as overseeing the financing of large-scale ventures including stadiums, toll bridges, and initial public offerings.

Lorie graduated from Athens State University with B.S. degrees in Behavioral Science and Sociology, with the intention of working in geriatric case management. However, God brought her to The E-Center in 2016.

The realization that she would have to create her own professional opportunities after facing multiple barriers to reentering the workforce led Alissa on the path to entrepreneurship. Following the advice of trusted mentors, she became involved in an association for local minority business owners. With their help, she learned how to transition her skills and experiences as a learning strategist into providing essential strategic marketing services to small business owners and founded ThatIsWhatIDo.com in 2018. After learning about the potential represented by government contracting, she joined DTIT Services, LLC in 2021. Currently a junior partner, she functions as the Administrative Officer, with a focus on obtaining MBE certifications and securing government contracts for this Alabama-based traditional and fiber optic cabling company.

Melissa Johnson is the Managing Director of State Strategies at National Skills Coalition, where she leads the organization’s efforts to advance workforce policy solutions at the state level. Melissa oversees the development of NSC’s state policy agenda and works with the organization’s network of state coalitions and partners to provide strategic guidance for policy development, advocacy, advancement, and implementation.
Melissa’s publications, policy expertise, and engagement with local community organizations, workforce boards, business leaders, and workforce advocates have helped educate state policymakers and shaped state workforce policy solutions that continue to make a meaningful impact for workers, businesses, and communities.
Dr. Kevin Harris’ decades long year career encompasses diverse experiences both in information technology and academia, protecting organizations infrastructure and data in positions ranging from Systems Analyst to Chief Information Officer. During this time, he developed cross functional teams implementing solutions to effectively address business challenges through innovation and security. He continues to make system improvements to support student success and learning as a Technology Strategist supporting Googles HBCU Cybersecurity Center. Dr. Harris has delivered instruction in several disciplines including business, cybersecurity, computer science, and computer networking, with particular interest in information security and computer forensics to both undergraduate and graduate students of diverse backgrounds.

Lloyd Sirmons received his Associates Degree in Computer Science from Columbus State University 1998. He immediately began his IT career working with TSYS of Columbus, GA where he worked as a mainframe programmer. He worked a number of years with Columbus Regional as a System’s Analyst before entering into full time ministry where he served in pastoral leadership for nearly fourteen years before joining the GPT team in August of 2010 as the BTOP Project Director. He completed his BS degree in Interdisciplinary Studies from Liberty University in 2009. With over thirteen years of experience in the Telehealth field, Lloyd brings a sound knowledge of IT solutions, along with strong leadership and communication skills as the Director of the Southeastern Telehealth Resource Center.

Prior to UAB, Ralph served as CTO for Research Computing at the University of Massachusetts Office of the President where he helped lead the effort to develop the Massachusetts Green High Performance Computing Center and Consortium. Before that, Ralph created both the academic and research computing groups at his alma mater, UMass Medical School. He served a key role in UMass Medical School’s Clinical Translational Science efforts, leading the strategy and implementation of systems to support translational research.
Greg’s educational background includes a Doctorate ABD at Liberty University, focusing on Agile project management of IoT and Big Data projects; an MBA from the University of Phoenix; and undergraduate degrees in Applied Mathematics and Information Technology. Greg was named 2020 Technology Executive of the Year in Comspark’s Central Ohio Tech Power Player Awards. He is a 3000 hour licensed commercial pilot and an avid cyclist.
Before joining NTIA, Michelle worked at the Small Business Investor Alliance as the Member Services and Engagement Manager, coordinating outreach with SBIA stakeholders (private equity investors) and small businesses in need of financing. Prior to SBIA, worked at the National League of Cities, serving as their Conference Coordinator and Legislative Assistant covering a range of issues including Community and Economic Development, Transportation, Energy, IT and Communications. Michelle began her career working for U.S. Department of Health and Human Services for a dozen years.
Michelle holds a Bachelor of Science and Masters in Business Administration from the University of Maryland Global Campus.
Ms. Ali received her Master of Applied Economics degree from Cornell University. She is a Magna Cum Laude Graduate of Florida A&M University. Ms. Ali is currently a member of the Cybersecurity Tech Accord - which promotes a safer online world by fostering collaboration among global technology companies that are committed to protecting customers and users against malicious threats, and currently serves on the Paris Call Working Group 3 which focuses on “Advancing the UN negotiations with a strong multistakeholder approach for Cybersecurity.”
Over the past two years, Ms. Ali has received awards for her community efforts in bridging the digital divide in 2019, she received the Susan L. Taylor Distinguished Community Partner for the University of Parents Program. In 2020, she received the Pathways to Success STEAM Sponsor from the National Coalition of 100 Black Women, Oakland Bay Area Chapter. She is currently the WIT Network Lead for Atlanta, which is one of the leading global Women In Technology organizations in the world.
